If the control fails, troubleshoot browser mode, site list, security zone, AxInstSV, permissions, bitness, and dependencies one layer at a time.

The strategic answer is migration. Every ActiveX dependency should have an owner, a risk record, and a retirement date. Use IE mode and ActiveX Installer only to keep essential legacy work alive while a modern replacement is built or purchased. The smaller and more temporary the exception, the safer the Windows 11 environment remains.
